those aren’t potholes, they’re cobblestones, and the riders are intentionally made to race over them.

Usually (although there are probably a share of exceptions) descents on cobblestones are somewhat avoided.
Like in the tour of Flanders, there is 20 km of cobblestones + a number of climbs, but no dangerous descents.
But they can be murderous (try taking a turn in a descent where half of the time your tires aren’t touching the road). If there’s no turns and no rain then it’s pretty fun.

Actually, it looks worse than it is, I’ve done this one 3 times and made it up every time without unclipping. Biggest problem is navigating through the “pedestrians”, e.g.

It’s around 20% max. It’s fun… as long as you don’t unclip
It’s also “part of the game”. The guys who are familiar with the race know that they have to be in the front when climbs like these start.
It’s a good place for an attack and you can easily gain a few minutes on the bunch.
Cobblestone roads seem crazy/not fun at first, but if you do a few 10K on cobblestones and a few climbs to get used to it, it’s really a lot of fun. Most cyclists I know like it.
